Judges and lawyers from Guatemala and Honduras have released a comparative analysis showing that in the past three years new laws have been passed to capture and imprison citizens for protesting. A state policy in both countries criminalizes social protest and stops or inhibits freedom of speech. Campesinos are jailed for demanding their right to the land. Students are on trial for protesting against the privatization of education. And political organizations and activists are accused of being subversive conspirators or even terrorists.
