This behind-the-scenes look at the Rwandan catastrophe tells the story of Lt. General Romeo Dallaire, the UN Force Commander in Rwanda in 1994, whose damning testimony points the finger of blame squarely at the UN Security Council.
His repeated requests for authority to take preventive action to avert the genocide are met with repeated refusals. When the killings start, he is ordered to pull his remaining troops out of the country. Faced with the moral hell of abandoning people already under his protection to certain death, he defies the order.
A provocative condemnation of the international community’s complicity through neglect in the Rwandan genocide and a stark reminder that the callousness and cynicism of power know no limits.
