How effective is PH's anti-mendicancy law?

Presidential Decree 1563, or the anti-mendicancy law, has been in effect since it was issued by former president Ferdinand Marcos in 1978. The law aimed to "control and eradicate mendicancy", as well as to promote social justice and protection of life, property and dignity of the country's citizens.
