4th round of US-Cuba talks focusing on human rights

US and Cuban delegations are meeting in Washington for the fourth round of talks aimed at reestablishing diplomatic relations between the two countries. At the initiative of the Cuban representatives, who indicate Havana is willing to engage in a constructive dialogue on any issue, the talks will center on human rights. The issue is divisive as the two sides have differing conceptions of how to even define human rights. Havana is expected to raise such issues as police brutality in minority communities in the US, the death penalty, and poverty. Alexandra Hall reports from Washington. teleSUR
