Senator Tim Grendell on 6-17-2007 on PBS explains his budget amendment that does away with E-Check as we know it. Envirotest will be gone and only OBDII systems will need tested, and this will only be 1996 and up vehicles because they started OBDII in 1996. The video will explain it all.
