US city criticised for mass water shut-offs

US state of Detroit, the once-thriving automobile producing hub, is bankrupt and desperate for revenue. The state is cutting off water from thousands of non-paying customers. The development has prompted UN experts to visit the city as they warn of rights violations. Al Jazeera's John Hendren reports.
