Early this year, President Barack Obama launched a new initiative, My Brothers Keeper, a program designed to lift young African-Americans and Latinos out of poverty and into school. But the problem lies deeper, not just dealing with the symptoms. Incarceration rates for Blacks are six times higher than for whites and unemployment is double.
