To enter the central tower in the Library Tower of the Underground Ruins you have to solve a puzzle involving turning bridges.

You can identify bridges by the glowing sign half way up a bridge.

Turn bridge I and go over bridge III and turn bridge II. Go back to bridge III and turn it. Go up bridge III and around the balcony to jump to bridge II and clear the bridge puzzle.
