A leaked memo has revealed that a US think tank has advised the Ukrainian government to engage in an all-out war in the east if it wants victory.
The memo is attributed to the RAND Corporation, which is a non-profit global think tank that offers research and analysis to the US armed forces. In a shocking letter, RAND outlined a brutal, step-by-step guide for dealing with pro-Russians in eastern Ukraine. The proposal calls for a three-stage military campaign to guarantee victory. It said that first the government should suspend the constitution and impose martial law. Then all communications should be shut down and dissident citizens should be put in internment camps. Kiev was also advised to kill all who resist the actions. In the final stage, all refugees from the war zone would be allowed to return home, while the property of residents convicted of offenses would be nationalized. Kiev is currently engaged in an all-out offensive against pro-Russians in the eastern regions of the country, which has some similarities with the plan of the RAND Corporation memo.
