Norway's parliament is debating a ban on begging in Oslo on Saturday, due to the alleged large amount of beggars on the city's streets. The government says that the ban, which would impose economical fines and up to three months in prison, intends to tackle high rates of pickpocketing.

The ban is said to mainly target Romanian immigrants, mostly Roma, which officials say make up the the biggest beggar community in the city. Norway will reportedly spend some 5 million kronor (USD $824,000) on the project in 2014 alone.The measure is to be implemented in the summer in Oslo, and nation-wide in 2015.

Described by the OECD as having a "prosperous, well-managed economy", Norway's low unemployment, good earnings and low unemployment rate have earnt it second place after Switzerland in the OECD's Better Life Index.
