Mostaganem, à 200 km des côtes algériennes. Hassan, un passeur, prépare en secret le départ illégal d'un groupe d'immigrants vers les côtes espagnoles. Dix "brûleurs" participent au voyage.

Harragas est l'odyssée de ce groupe rêvant à l'Espagne, porte ouverte sur l'Eldorado européen.
