Ceremonies commemorating the death of an estimated 800,000 Tutsis and moderate Hutus in under 100 days are underway in Rwanda. Twenty years later, there's still bitter argument over the build-up, the failure to stop the slaughter, and the humanitarian disaster that ensued. How could such a collective frenzy to wipe out the lives of men, women and children have been sustained over a three-month period?
