Each year, thousands of migrants from across Africa arrive in Morocco, many lacking any official papers. Without the right of residency, or the right to work, life is hard. Authorities have long struggled with how to tackle the problem. At the end of last year, they announced a residency amnesty - offering permits to thousands of undocumented workers already on Moroccan soil. A historic move that so far has not lived up to its ambitions: only a small number of migrants have taken up the offer.
