2nd round of South Sudan talks may hit snag as rebels abstain

The international agency for development, IGAD that is brokering the South Sudan peace talks was planning to hold a second round of negotiations starting Monday evening in Ethiopia’s capital Addis Ababa. However, this failed to happen after the opposition group loyal to former vice president Riek Machar announced that it would abstain from the talks. The group says it wants Juba to unconditionally release all the political detainees and remove the Ugandan army from South Sudan.
