    Since the beginning of peace talks in Addis Ababa, Ethiopia, the government of South Sudan has made it clear that it will not discuss the release of 11 political detainees unless the rebels lay down their arms. The rebels who are affiliated with the former vice president Riak Machar have been demanding the release of those prisoners since the beginning of the conflict.
