    In December 2013, when the government of South Sudan started to engage in fighting with a rebel faction led by former vice president Riak Machar, President Salva Kiir asked for Uganda’s help. Uganda accordingly responded and started to send in troops. But it said the decision was meant to safeguard Juba and other vital government installations from destruction by rebels.
