While millions of pet owners treat their dogs like family, there certainly are exceptions.

A horrific picture of a dog hanging from a second story balcony made the rounds on the internet immediately after it was posted. A woman was responsible for capturing the image and sharing it.

Almost right away, the police department in Greenville, South Carolina was flooded with messages from both Facebook and Twitter users, asking law enforcement officials to do something about the sickening act. Several residents called the station to report the photo.

Animal control officers eventually arrived at the residence and spoke to the man who was inside the home. It took a little time for police to determine whether or not the photo was legitimate and if the animal pictured was actually real.

The resident inside the condo, 23-year-old Tyler Smith reportedly admitted to putting a leash on the animal and hanging it from a balcony. However his reasoning for doing so far surpassed being bizarre. Smith claimed it had been raining so he hung the dog outside so it could go to the bathroom.

Smith was charged with violating a city ordinance on pet care and he also received a fine for over $1,000.

In the one bright spot to the story, the dog was not injured.
