Democrats and Republicans have agreed a draft budget which will fund the US government until September 2015. The $85bn plan will see the deficit reduced by about $23bn, but doesn't tackle some of the more politically sensitive issues like taxation. Meanwhile, regulators in the United States have signed off on the so-called 'Volcker rule' which is trying to reduce the risks big banks can take.
