In Ukraine reports of torture and ill-treatment by police persist, as do unduly long periods of pretrial custody. Being deprived of legal aid, a detainee has to depend on police for any services. This gives the latter the chance to apply psychological or physical pressure. In 2012 Ukraine entered a new era by implementing the UN Convention against torture. The country ahs around 6 thousand detention facilities and every year the Parliament Commissioner makes about 250 monitoring visits to some of them.
