Taipei City councilor Wu Hsi-yao (吳思瑤), also called Rosalia Wu, organized a street performance near the Taipei Zoo on October 23 to draw negative attention to the the amount of money being spent on the zoo's popular panda exhibit. Three Taiwanese models dressed as pandas to catch the eyes of people walking by, as well as the media.

The member of the Democratic Progressive Party (DPP) criticized the city goverment for allocating most of the zoo's budget on pandas, King penguins and koalas, while Formosan rock-monkeys receive less funding. Wu argues that not enough resources are being spent on native species.

The zoo defended its budgeting decisions, explaining that huge numbers of panda lovers are visiting the zoo's website. They also said that an animal's needs are unique; certain species are more costly to maintain.
