FIFA President Sepp Blatter said after an Executive Committee meeting in Zurich on Friday that a final decision on which months to play the 2022 World Cup in Qatar might be delayed until 2015.
Blatter said the ruling board ordered a "very deep consultation" on Friday into moving the dates in Qatar to avoid the hot summer months.
The consultation, involving football leaders, sponsors and broadcasters, will report after the World Cup finishes in Brazil next July.
FIFA leaders agreed on Friday to set up a working group to study switching the dates of the 2022 World Cup in Qatar to avoid the hot summer months.
The executive committee includes 13 men who took part in the December 2010 vote which awarded the World Cup to Qatar.
