uhm, yes it is a metaphor. quite common to refer to politicians and lawers to reptiles due to their cold blooded, snake-like nature. there is also a sort of short story, by an author i can't remember now, that went on to describe a world where reptiles ruled over mankind but mankind did nothing about it etc etc. it was all very suave and metaphorical.
