SCADP was established in 1992 by the founder, Ms. Yim Sokhary. With other few volunteer staff and her own resources, she started helping children living on the street in front of the Royal Palace.

From 1992 to 1999, its main activities focused on non-formal education for children working and/or living on the street and a drop-in center for homeless street children and drug addicts. Then it was operational mainly in the city of Phnom Penh. The mission out of the city was to trace for their families and family integration. From 1999 onward, its projects are based in other provinces where those street children come from.

SCADP was officially recognized by the Cambodia’s Council of Ministers on May 15, 1998 and the Ministry of Interior on August 12, 1998. SCADP was then known as SCAP “Street Children Assistance Programme”. As a community needs to be developed, then it added “Development” word in that. So it became “Street Children Assistance and Development Programme (SCADP)” which was recognized by the Ministry of Interior on March 25, 1999. Since January 11, 2000, SCADP has been granted permission by the Cambodia’s Ministry of Interior to operate its programs/projects in all provinces and cities of the Kingdom of Cambodia.
