Culture Beat a été créé en 1989 par Torsten Fenslau, Dj originaire de Francfort. Son premier gros succès, Mr Vain, déferle sur l'Europe entière et s'écoule à quelques 4,5 millions d'exemplaires. Cet hymne de la génération euro dance est numéro un dans 13 pays, dont quatre semaines au Royaume-Uni. L'album Serenity n'a aucun mal à s'imposer et se vend à plus de deux millions d'exemplaires. Torsten n'a pas le temps d'en profiter et décède tragiquement dans un accident de voiture en 1993. L'aventure de Culture Beat continue cependant grâce au frère de Torsten, Frank Fenslau, qui produit d'autres albums, dont le dernier Metamorphosis, est sorti en 1998.
