A hat check girl at the Stork Club, Hutton saves the life of a drowning man, Fitzgerald. A rich man, he decides to repay her by anonymously giving her a bank account, a luxury apartment and a charge account at a department store. When her boyfriend, DeFore returns from overseas, he thinks she is a kept woman.

Hammond, owner of the town's stagecoach line and a leading citizen, is opposed to Idaho becoming a state, and kills Randolph Meredith, owner of the town's newspaper, for endorsing it. Meredith's sister Barbara, expert with a bullwhip and pistol, dons a black costume and mask and becomes "The Black Whip", dealing a blow to Hammond and his gang each time they perform some heinous act in their efforts to keep the town, and their power over it, unchanged. Aided by government agent Vic Gordon, Barbara confronts Hammond in a final showdown just as the town votes on whether or not to accept statehood.

Ed Cole, head of the local vigilantes, and secretly the head of the outlaws, promptly orders the trio out of town. They visit an old friend, Rancher Mike Rand and his daughter Mary. Mary's brother Jeff has unwittingly become a gang member, and carries out Cole's orders by taking a shot at Davy, but the latter makes him a prisoner during a subsequent fight in the town café. Jeff confesses to Cole's involvement, and the Range Busters, with the help of town banker Harrison, set a trap for Cole and his outlaw vigilantes.

One night on a lonely highway, a speeding car tosses a satchel of money, meant for somebody else, into Jane and Alan Palmer's back seat. A global war begins in 1940. This war drags out over many decades until most of the people still alive (mostly those born after the war started) do not even know who started it or why. Nothing is being manufactured at all any more and society has broken down into primitive localized communities. In 1966 a great plague wipes out most of what people are left but small numbers still survive. One day a strange aircraft lands at one of these communities and its pilot tells of an organization which is rebuilding civilization and slowly moving across the world re-civilizing these groups of survivors. Great reconstruction takes place over the next few decades and society is once again great and strong. The world's population is now living in underground cities. In the year 2035, on the eve of man's first flight to the moon, a popular uprising against progress (which some people claim has caused the wars of the past) gains support and becomes violent.
